Not really, Before the Creation of New Provinces, it requires to have Plebiscite of the Electorate that will be affected by those Political Conditions, that’s why many proposals of Subdivisions of many Larger Provinces didn’t prosper, with the likes of Palawan, Cagayan, Isabela, Quezon, and Cebu all failed to be divided into two or more divisions.
All the countries of the UK are divided into counties, which are themselves divided into constituencies for the purposes of voting. Each county has a county town, except urban counties like Greater London and Greater Manchester, which are divided into borough. The boroughs of London and Manchester, etc, are divided into constituencies for voting. But every constituency when voting depends on whether you are voting for the Westminster Parliament, or in Wales, Scotland and North Ireland, where you also vote for the devolved Assemblies. There is also another layer wards for local councils, which in large cities like London and Manchester, means one set for the borough council members and another for the elected mayor and their assembly. Not really, Before the Creation of New Provinces, it requires to have Plebiscite of the Electorate that will be affected by those Political Conditions, that’s why many proposals of Subdivisions of many Larger Provinces didn’t prosper, with the likes of Palawan, Cagayan, Isabela, Quezon, and Cebu all failed to be divided into two or more divisions.

All the countries of the UK are divided into counties, which are themselves divided into constituencies for the purposes of voting. Each county has a county town, except urban counties like Greater London and Greater Manchester, which are divided into borough.
The boroughs of London and Manchester, etc, are divided into constituencies for voting. But every constituency when voting depends on whether you are voting for the Westminster Parliament, or in Wales, Scotland and North Ireland, where you also vote for the devolved Assemblies.
There is also another layer wards for local councils, which in large cities like London and Manchester, means one set for the borough council members and another for the elected mayor and their assembly. We also used to have different constituencies for the EU Parliament.

Then you can add in two medieval Duchies that belong to the Crown and divide up large parts of England for tax purposes.
There are also defunct counties, like Middlesex and Wessex, that still get used, the first as an address in a large part of West London, and the other was adopted by various groups in Western England.
Plus The Isle Of Man is autonomous from England on some political and legal matters. Whereas the Isle Of Wight is an offshore English county, as the Isle Of Anglesey is an offshore Welsh county.
Then you have our local postcodes for mail, which don't always relate to your address, in a geographical way. 😵💫😁
