Monitoring of Prepaid Cards at DHS and GDOL

We have released a report on the monitoring of the prepaid card vendor used by two state agencies. We found that neither DHS nor GDOL sufficiently monitored its vendor to ensure performance met contractual expectations, and we have made recommendations for improvements.
