Being 19 and not being able to book for a party at a venue that serves food (and alcohol if you want it) sounds odd as not everyone at the party is going to be underage. Why cant she be allowed to book as you would a restaurant?
I worked in a restaurant/bar and it was mostly restaurant traffic 'til 9PM when kitchen shut down and then the clubbers would come out for liquor service after that (with DJ or Band with dancing). No under 21s allowed after 10PM. Clearly, plaintiff wanted a club party (18+) involving drinks but not food.
