I couldn't make out who was persistently blocking the beer-pads you were trying to dock at, and I don't know if the following is common knowledge, but here's a neat little trick I use whenever an npc is blocking a pad I want to land on (i got this from DTEA, back in the days when he was still active in ED): When I approach an outpost (only 1 medium pad) in a medium ship and get the 'docking request denied' message, I get closer, quickly target the obnoxious npc (can even be done when npc is in the hangar inside the station) and repeat my docking request, while having the npc targeted. Yes, the request gets denied again, but the npc immediately starts undocking. Thus you can noticably reduce the time npcs spend dawdling around. Important part is, that you target the npc before repeating your docking request, after it gets denied in the first place. Works 100% for me. Won't work with other cmdrs, ofc.
