Because that's the norm at Mardi Gras which is mainly a dance/circuit party with DJs. The live shows like Agnes here are the dressing on top of the DJ sets and act as a gap between the different DJs. The MC comes on the mic, gets the crowd to applaud the outgoing DJ then introduces the guest singer. The singer does their 15 min set then the MC comes on again, has the audience thank the act then introduces the next DJ. This is how it has always been for decades. The only acts that I can think of who have ever gotten longer than 15 mins are Kylie Minogue and Cher who's sets were around 20-25 minutes. The RHI building where these shows are held can be hot, sweaty and stuffy when the shows are on because everyone packs into the hall to see them before spreading out again over the showgrounds and other halls. It would be dangerous to have shows over 30 minutes cos guests would be at greater risk of overheating
