Does this mean you need to carry 2 scissors, axes and picks? Or can you mine everything below at level 2? it would be more logical and take up less space
Yes, given that you reached the required skill level to use the tool. for example, you can use T2 Axe on T1 trees if you reached the required level of 20 for forestry.
if you're saving food for energy I'd probably suggest you use them now and plant some crops or craft and save wines like mead, you'll need it in chap 2 grinding.

yeah dry maple sucks now, but i would suggest to use dry maple now and plant a lot of muckchuks :)
