The thing with Joker is that he is the epitome of "there's a method to his madness", and the peak of "criminally insane" when it comes to Batman's rogue gallery. Nothing he does is truly at random really, even if he's not always fully pragmatic in his schemes. Oh, he is psychotic, but that doesn't interfere with his actually cunning intellect.

It’s why he’s able to withstand punches from the likes of spider-man, a hero who sent The Hulk into space with one uppercut and who can hold his own against the Juggernaut. Fisk is not a normal human by any means.

Scarecrow is actually ripped (he has body image issues from being bullied for being skinny, so he overcompensates) and he's a self-taught martial artist (a mixture of capoeira, crane style, and drunken boxing). He's gone toe to toe with Batman and held his own. Sigh.
Lesser known, but X-Cutioner is completely human with no abilities, just advanced technology. He single handedly nearly killed Colossus by using a weapon that could cut through his steel form. If there is a part two to this list, I’m sure he should make the list.

Well, when Kingpin was first introduced in Spider-Man he had legitimate Super Strength. But then got toned down to more human levels when brought into Daredevil.
