    Priestly people here does not mean only the 1% ordained presbyters but all 100% God’s people especially the 99% laity. By virtue of baptism all share and participate in the high priesthood of Christ (Hebrews 3-9), in fact the 1% ordained are only servants of, not lords over, the 99% lay people so that they can fully actualize their priesthood. Priest here means one who offers living sacrifice of praise, so that means all the baptized (Romans 12:1; OT background in Leviticus). Priest especially referring to the 100% of all baptized including 99% lay and 1% ordained servants (ministers) of, not lords over, the royal priests (1 Peter 2:5,9-10) ultimately unite their sacrifices in the Eucharist, the celebrant of which is the whole gathered assembly of the baptized, with the ordained as the presider (it's wrong to call him celebrant in this sense). All the baptized are priestly people, so stop calling the ordained as priests. The correct term is presbyter (elder) (Vatican II, Presbyterorum Ordinis).
