It was relying on the tugs to tow it to the dock, but a ship of that magnitude has a lot of momentum and was just too big for one tug to control. Many are saying that allowing such enormous cruise liners to dock in such a quaint and picturesque harbour, as Venice, is a mistake. Looking at this, I think I’m inclined to agree!

The "tug boat" is basically a massive engine in the shape of a boat and yes, thanks to what is called PHYSICS, the duty of those "little" boats is to bring in and out big cruise ships into the harbours. That is how it works, 365 days a year, all over the World, since decades. It's not the fault of the cruise line or the cruise ship itself. It was the negligence of the towboat that caused this to happen.
