(I.e. some types of fish are more closely related to land animals than they are to other types of fish). Maybe that means that anything that is a streamlined shaped water creature counts as a fish, and therefore penguins are fish?

Actually due to Darwin’s theory and modern knowledge every living being is kinda fish. Every living being is coming from a fish so it’s not like there are fishes mammals etc. But there are fishes they divide into 4 ‚groups’ one of them is ‚musclefin’ then they go on land they became amphibians, then reptiles, birds and in the end mammals. Of course there is much more to it but according to my knowledge it is something like this. I may madr some mistakes because i lack some words in english so i used quite literall ‚translation’ from my language.
This doesn't fully explain it but I would say an amphibian has to be able to breath underwater and on land, however not at the same time it can be at different stages of its life. Humans can swim but we cant live and breath underwater so we aren't amphibious. I also don't think penguins can breath underwater they are just birds that can swim so they are not amphibious.
