Yeah... Honestly, how people interpret "what a meme is" is interesting. It seems to mostly be based on what people are most frequently exposed to. I wouldn't be surprised if many of them frequently check social media and are inundated with picture based memes and don't think of memes beyond that. I wouldn't have been surprised if someone had mentioned another, like "I have the high ground", and it would've clicked for him.

I don't know if it goes back further than Dawkins but I think he was talking about inherited traits that are not genetic in nature- to use the most obvious example, language.
