You're free to play however works best for you, but here are some things that may help you: 1. Occasionally the message "A strange whirlpool has opened up" will appear on the bottom of your screen. These whirlpools look like regular whirlpools, except they have a spout coming out of them. You can see one in the distance at 6:18. Jumping into one of these whirlpools will bring you to vertigo, where you can catch difficult fish that sell for quite a bit of money. During the aurora borealis, a rare weather event, you can also get the aurora rod from a merchant in vertigo, which has good luck and a chance to apply the aurora mutation to anything you catch with it, which is good for making money (but it costs 90k). Also, after completing the vertigo bestiary you will unlock the depths, which is considered to be one of the best fishing places. Warning: you can't get out of vertigo or the depths unless you use a conception conch or you rejoin the game. Conception conches are cheap, but it's still a bit annoying to use them. 2. It is recommended to save up for the steady rod, which you can buy from the blacksmith in Roslit Bay for 7k. The steady rod is good for its price aside from its terrible lure speed, so hooking fish takes a while with it, but the shake button is larger when using it. If you want to buy another rod before the steady rod, the carbon rod is recommended for its overall decent stats, and it costs 2k. 3. The best place to fish at the moment with your gear is probably Ancient Isles. It also has some of my favorite creatures in the game, but beware that you won't be able to catch many of them if you're using a rod with a weak maximum kg, so it's recommended to wait until you have either carbon rod or steady rod before you try to fish there. 4. There is currently a really good mid-game rod in Northern Expedition for 22k (if I remember correctly). It's a really good rod for its price, so I'd recommend that you get it before it gets nerfed, because it likely will.
