The main reason is due to pollution knorms (Bs2) and cz of introducing new bikes like shogun 125cc ...
The vatta urundai on top of the piston which you said is "deflector" by the way and it resists air/fuel mixture from the transfer port getting escaped throguh exhaust port.
One major cause for banning is due to squaring of engine which leads to burn excess of fuel along with oil which results in high temperature release Nox and bluish white smoke..which is hazardous..

This half correct....but main problm neenga solavey ila. Unburned fuel veliye vandha sox, nox, hydrocarbon emit aagum. They are poisonous, atmosphere heavya pollute panakudiya gas.... adhan reason.

Kingslee heptiune in petrol engine air fuel mixture comes to the combustion chamber from the carburator for the four combustion cycle. During initial startup there won't be proper air fuel mixture. Normally we will close the fuel supply when leaving the bike in ideal conditions. petrol has to travel from the tank to the chamber through the carburator along with air. During winter season the engine will be very cold and also during initial startup there won't be free flow of petrol through the carburator. So the choke is given . It will bypass carburator and will inject fuel directly to the chamber
