I think measuring performance based on teams is a great idea, as it at least incentivizes teamwork, but it's hard to compare one team to another for all the same reasons as it's hard to compare one dev to another. Like he says, no two teams are the same.

Why can't we use Number of issues closed per time

that would make other developers unhappy, for example suppose you close small tickets in large frequencies than big ones which gets done by the other guys in less frequency, is it a good enough metric to judge the other developer that they are not doing enough? think about it, everyone is contributing :)
