It is a chromatic harmonization for transition of „the melody“ between the diatonic chords Em7 an Dm7. Melody meaning the top note of the chords here. You can more or less go from any diatonic chord to any other diatonic chord via inserting such a chromatic approach. Try cmaj7…dbm7-> dm7, or cmaj7… emaj7->Fmaj7 for instance.
