No. Forging uses heat and pressure to reareange the metal grains into a particular shape. Heating and bending doesnt apply the necessary pressure to properly reareange the grains of metal to be considered forged, it simply makes it easier to achieve the bend as the metal becomes softer as it approaches its melting point when heated. As opposed to forging, it doesnt add strength, but can actually weaken the metal (hence why roll cages are bent cold, while heated and bent sections are often gusseted to add back the strength to the metal).
From the title of this episode I was expecting some metal fabrication, not just a list of tools needed.
