I cant see why it is the contractors authority what to do with the concrete ,applied with additional water ,than mentioned in the mix design.the concrete starts to set after 15 or more minitues of the last addition of water ,if the wc in the mix design is disturbed ,the contractor is required to verify the strength in the specs can still be met despite the newly added water .i think the inspector should have the authority to reject such concrete unless the concrete is verified for its strength compliance in the specs via labratory tests.from ethiopia i appreciate your videos and thanks a lot
