I figured it out. I added the person to a group chat with someone else and it gave me the option to remove them from restrict. Try that and let me know if it works.

guys i had issues like that before... but i just do this
open messenger then tap the pencil icon at the right side of the top, then u can see the padlock at the top? and it says (new message_) then open that padlock then after that tap the people u wants to unrestricted
and thats all you can see the unrestricted in their names

I'm facing the same problem too. Fortunately, I found a method.
1st, u hv to restrict the another Friend, that u added as a friend on Facebook. Then try to unrestrict him/her.
(That solved to reappear the Unrestrict Button on the Restriced of Unfriended one.)
