I've seen people who hate Shirley and thought her arcs were irrelevant, and I've seen people who loved her and thought her arcs were too cruel and unnecessary. A lot of people were either indifferent or happy about her being kept alive in the AU movies. Personally, I feel like both of these types of people fail to realize the importance of her character in the series and the importance of her character and her arcs.
Without Shirley Lelouch would have never understood that his actions have real consequences. Not just on paper, but real damage that people have to deal with, and that those consequences affect more than just our enemies. He also learned that despite him not really caring about himself, that doesn't mean that others don't care about him, and even Geass couldn't change that. It goes in line with what he tells Schneizel at the end of the series, and why he decides to put faith in people's hearts instead of systems like Schneizel.
I believe that Lelouch really did love Shirley, which is why he didn't want her to be with him. He always knew where he would end up, and he didn't want her to go down that path with him. She wasn't my fav character when I first watched the show, but as I've re-watched it over the years, I've really come to appreciate her character and what she did for the series. I did like the Ressurection movie, but I really wished that they hadn't changed Shirley's arcs from the show, they really helped to mold Lelouch into the character he is at the end of the series, and without them, it makes the series a little less impactful for me.
There's a lot more I could add, and these are just my opinions, but regardless I hope people continue to experience this masterpiece of a show. R.I.P. Shirley.

Shirley is also not my favorite character, but the plot where shirley dies is the best, that's where i can see the honest sincerity of Lelouch, the liar who tries to be strong. I think when i finished S2, finally Lelouch caught up with Shirley in another world, then kept their promise to meet again in the second life. But when watching AU movies, I think that kind of romantic imagination is directly refuted by Sunrise. I don't hate Shirley, really. But I prefer her to just die, it adds to the tragedy of code geass. Oh, anyways, when will Dakkan no Z be released?
