Why is there no Google Street view in North Korea, but there is are Google Earth images?

For Google Street view, a vehicle has to be manually driven on the streets with a 360°camera to get data and it is impossible for a US based Google company to send a car to cover all streets of NK
NK doesn't allow that
On the other hand Google Earth view gets its data from satellite that orbits the earth. It hovers over North Korea and gets the data
