My family and I lived at 311 Berry Street from 1964-1966. Our house was at the corner of Berry and W. Marion Ave. It was destroyed by Charley in 2004. A new house has been built on the lot. My dad, William Bailey was the City Manager from 1963-'66. I attended Sallie Jones Elementary. I have great memories of our time in Punta Gorda.
Florida juts out sufficiently into the briny deep tropics to be prone to such storms. If you live in FL you need to expect this occurrence on a periodic basis. Build a foundation of blocks or cement and elevate your homes with height. Novel idea? I lived near Millers Island MD which was near sea level. Folks had their homes lifted up and put on block foundations and solved the problem of constant flooding. Why are they still building homes on cement slabs down there? Dumb is what dumb does.
A day later? It made landfall this morning. LOL!!! These people just can't help themselves.

Yeah we got there down here in Ft Meyers too. It really sucked and people's cars got drowned in it. Very dangerous driving.
