You would need to 'enable user registration in wordpress' Google it. There's a check box in the Wordpress settings under Membership > check box: "Anyone can register".

You just need that plugin installed, it adds on to Wordpress's native Users section. Remember, Wordpress is a CMS and each plugin adds or builds on for more functionality.
You will need to install a Forums plugin such as bbPress. As for uploading files, go to Settings in the WP Customer Area plugin and under Capabilities you need to check the boxes for the Subscriber column, Back-office "Create/Edit files" box.
