I think no, This is for the research purpose basically. if u r doing Ph.D. or M.Tech MATLAB is generally needed to simulate various concepts.

MATLAB 23 ko by default double hi manega, to double ko double krne se koee fark nahi padega.

it can not be used in mobile phone, because it is not developed for Android systems.

It is not mandatory, whenever you purchase MATLAB from mathworks, it provides latest version, and probably provides one or two free updates that depends on the deal at the time of purchase. After purchasing you can use your MATLAB for many years.
