you shouldnt run out of land if you copy the tutorial. i have managed to contain 85 prisoners in the starter plot. if done correctly as i do it, you can never go wrong and no riots will happen and you can place all your stuff

If your prisoners dug up tunnels, you need more guards one guard per four prisoners. I have 14 guards with 60 inmates

Is it necessary to hire a repairman? My regular prison has many holes in them
If you leave the holes then the prisoners will escape through them. You could refill them yourself but a repairman automates it.
You dont need a repair man if you have enough guards but repairman is a cheap fix
