yes. you can open saving account in UAE.
Docs may vary depending on bank.
Few are Original passport, bank statement from country you are based in, proof of address in your country, Salary certificate, permit (visa) proof in the country you are based in.
Each individual bank has different requirement - but it is possible. But one has to work on it as a project.

The stopped taking payments from debit card a while ago.
Usually they dont tell the full truth. Its usually 1% per month.
Could you please compare ADIB New Cashback Visa Card with Dubai First cashback card. This new ADIB cash back card is offering maximum monthly cashback up to AED1000/month and 4% cashback on pretty much everything. Seems the card fee is also lower. It will be great if you can compare both. Love your videos. Keep it up !
