regarding 12:14: usually it takes some time for developers to optimise and adapt procreate for newer ipad models because they don't have access to them prior the release... the hover feature should come in the next 1-2 updates

bought mine 2020 12.9 when lockdown first started. Was good purchase. Using it everyday. Of course had a bunch of replacement with Apple Care. Would be super tough decision on if should upgrade to 11 inch or 12.9 when the time comes. Actually if i don't have that debate, would have upgraded already. i would definitely want a lighter one. But screen real estate lost is also huge. On the other hand, the 11 inch seems to have better battery life.

Im not sure if there is a performance difference, but you can always buy the cheaper one and then buy external storage later :D
If you are a gamer, 512 is better. If you just want use it to take some notes, watch some videos without downloading it, you don't play too much games, 256 is better. Depends on how you want to use it. You should visit the nearest Apple store, let them tell you.
512 if you use it for taking notes and school etc. But 256 if you just play games and draw
It won't impact performance. But you don't want to run out of space. Consider the programs you will download, and their size.
If you have many money, you can buy 512, but opposite you can buy 256
