Assuming it's the same Billy Mitchell then he was the commanding General of US Army Air Forces in Europe in WW1 - after the war he espoused the ability of aircraft to sink ships, organising some tests against stationary ships to test the idea. He died in 1936 but had the B-25 Mitchell bomber named after him during WW2 because he was basically correct that air power was to be the dominant force against navies during WW2 rather than big gun battleships.
