there is an issue with the translation they say the gear ratio was reduced for gymkahna, but what they mean is that the bike was geared up. from a stock 36 tooth rear sprocket to a 34 tooth. Most bikes get geared down for this sort of racing, but the cb300r is geared so low in first gear, and has enough torque, that at ver low speeds the engine braking is difficult to manage, and you quickly hit the limiter on longer sprints.

even stoplight to stoplight I find the gearing on this bike to be a bit low for my tastes. you can comfortably get going from a stop in second even.
CB150R、CB250R、CB300Rは前後サスペンションの構造は基本的に同じで、2018モデルと2019モデルでは、スプリングレートが柔らかくなっているそうです。
「フロントサスペンションのバネだけ150用に変えている」というお話ですが、これは、2019モデルのモノに変えたということで、排気量はどのモノを使っても同じだそうです。
