I'm going to take a wild guess and say that its because a hold down throttle will require you to grip the drill tightly, Which is not a good thing while using tools with a lot of vibrations as it can cause HAVS - Hand Arm Vibration Syndrome, Which can be quite serious. It's recommended not to grip these kind of tools too tightly. There are also recommended guidelines for hourly and daily exposure to vibrations cause by these types of tools
