They really should not have shipped these factory direct, if they said they are supporting developers with this platform, the Singapore government requires additional documentation to be able to ship these devices which an individual developer does not have, such as a company type header and company stamp (whatever the heck that is). Xilinx should have imported these into the country themselves before shipping them to customers. They are doing a terrible job of communicating this requirement to the customers.
