You shouldn't need an external roku device if your TV is already a "Smart TV" roku's are just ways to stream content. It doesn't give you access to regular TV channels. But if I'm reading the rest of your comment correctly, if you put a second Roku device on another TV (your TV downstairs) you can access all the same stuff or watch whatever you want independently.

Hello Grant. Do you have directions on setting up a 2nd device on another tv to make it a smart as well? It keeps turning on my device in the room next door and not recognizing the new one. Roku Express boxes suck. Constantly freezes, constantly losing wifi connections even though I have an excellent signal. Constantly says low power while using the Roku power adapter. @RobXploringTV it doesn't "pair" it uses infrared light. My dog recently chewed up my Roku remote, and I bought a $8 one off of amazon, and as soon as I put batteries in it it worked. No pairing needed. But if yours is broken that sucks. I'm sorry
