Downtown Long Beach, California speed limits were recently lowered from 25mph to 20mph. We've been informed that citations will be issued for anyone going at least 11mph over 20mph. We were told that the reason for the change to 20mph is because the survivability rate is significantly higher for a pedestrian hit by a moving vehicle at 20mph compared to a pedestrian hit by a moving vehicle at 25mph. IMO it doesn't do much good if the law isn't being enforced until vehicles reach 31mph. I can only assume that enforcement is left up to officer discretion.

The cops that taught the class told us that all cops have their own threshold, but it's usually 9-11 over the speed limit, that no cop is going to write a ticket for less than 9-over. The exception was school zones - if you're 1 mph over in a school zone, you're getting a ticket. (I suspect he was exaggerating and it's something like 3-over. 1-over would be within the calibration margins of their radar.) The point is, don't speed in school zones, period.
