Another thing people dont account for is they wanna attract dudes in highschool and young dudes in general thus every character is built for sex appeal. And it helps just a bit if the characters are more relatable thus why Highschool DXD for example is well what it is.
And why almost every shounen anime has fan service.

Always find it funny when people try to say it's not OK even though most animes are like that, even something like Naruto Shippuden, which didn't have a school really, had most characters at like 16-17 for the majority of the show, didn't stop people from checking out Ino or doing arts of literally every character
