It does appear in a lot of sets in the Mario line, but that's because it is such a frequently used piece in every line. I strongly doubt that this piece was used because of it's relation to the Mario line, it is more likely because that is the only real textured brick piece Lego offers and it is a part that is very easy to find large quantities of.
