Ryan should ask people if they want a new car. Once he pesters them to says yes, Buggs flys in with a cargobob, drops a stolen car and steals theirs as Ryan leaves
Idea: George & Chuck find out people who live the fancy Vinewood life don't lock their cars so they start taking things from them to teach a lesson, but when Kim and Boom pull you over, they get to come up with what random items/wdif are found in your possession (when searching the car) that you'll have to come up with a reason to justify how it's yours, what you use the random thing for, etc on the spot. I sure would be interested to see what they come up with AND how you both explain yourselves. I think the only obstacle would to just make sure they know when/where to pull you over. Love what guys do and am a die-hard fan of all of you!
Kim is awesome for just putting up with you two and being able to go along with your shenanigans, and she has a great sense of humor and an all-around good personality .

I would love to see Chuck and George impersonate a police officer and say that their neighborhood is very dangerous use the excuse that they have to protect and serve since somebody stole wind turbines
Video Idea: You try to destroy Kim's (or another officer I suppose) car as much as possible, while still letting it be operational. I.E: destroyed windows, no doors, hood, or trunk. _Maybe_ no tires. No headlights/tail-lights/any lights. Squish it into a cube, etc. If you get arrested, switch with different peds, or get other civs to help. Just a constant onslaught, where she's keeps getting interrupted before she can get a new car. Or do it on the recording server, and make a scenario where the PD can't keep replacing cars because it's gotten too expensive, so LEO are stuck with their current cars.
