My neighbor had junk on his property for the last 26 years of his life because people didn't want to make any enemies. They thought if they told on him, he would look for things they did and tell the city.

This is not difficult. Clean it up. Local, state, federal, whatever. Put a lien on the property for the cleanup cost. If the cost exceeds the value, seize it and put it up for sale once it's cleared. That's what governments are SUPPOSED to do. Not sit back and let it get to this point....

Condemn the property as a substandard property - hazard to public health and safety. IPMC (international property maintenance code 108.1)- if anyone is interested. Forcibly remove the residents if they are unwilling to leave. Abate the violations with a full task force of city, county public health, state and federal (EPA) officials . Send the owner the bill or put it as a lien on the property. Problem solved.

Last yr a man inherited a house up the st from me in Sun Valley Glen Crest Hills & garage caught fire from hoarding. Shouldn’t take yrs before the city deals with it.
