Does the ponds for azolla farming need inlet and outlet or water exchange and refreshing isn't important.

No it doesnt need inlet and outlet, all you need is organic mature, Azolla the aquatic plant cleans the water naturally

No, it is only best when its fresh and green, fresh from the pond, when you dry it, it looses its nutrients
