Hi brother. It can be done , but by doing that the electricity consumption of the refrigerator will increase. I have tried that and in that month the electricity bill was very high because when the timer swich switch of the refrigerator in frequent intervals the temperature in fridge increases and thus the compressor has to work hard to maintain the temperature. The refrigerator compressor is designed in such a way that it automatically switch of after the required temperature is met. There is no need to add a timer switch to save electricity.

I bought a similar one in the uk. I set it up for my crested geckos light but for some reason it turned the light on at 4am (I have it set to come on at 8am and off at 7pm). Not sure if I did something wrong
I have no idea on star delta starter circuit. This only thing I know is it can be used to switch on and switch off a circuit or an electrical equipment in multiple of minutes that is the time we set. The time should be i hours or minutes. (It doesn't support seconds)

It is possible to set time but It is a 10amp plug. But room heater require 3pin plug with earth. But this timer switch does not have earth . So there is a chance for it to fail. It may burn. Multi plug can be used. But it cannot handle heavy load. You can use this for low power consumption equipments like mobile charger, fan ,light , LED tv, aquarium pump etc.
