You can change the logon language if you are logging into the SAP system. Or you can change the logon language within the SAP GUI Options. SAP Logon Options > General.

Within the SAP GUI Options, have you checked that under "Local Data > History" the History Status is turned on?
If you right click within one input field, is the history turned on for the specific input field?
In what tcode are you working?
