Kind of. Strand needs Alicia because she is 1 of 2 people who have believed in him to do good even when he has done his worst. Alicia, in the middle of the show, became unable to fend for herself and Strand was someone she could depend on.

If the writers were competent enough, we would have seen the most beautiful found family in Fear, especially if Victor had admitted much earlier that he saw Alicia as his daughter and Alicia saw him as a father/uncle figure, considering they both didn't grow up in stable household with how Madison had often prioritized Nick and Victor's family had disappointed him all his life...
I'm probably the only one that likes the nuclear fallout stuff from this season. But like what they done for Victor and Alicia relationship. He was the basically the only family she has left before madison came back. Their relationship gives me last of us vibes but that's a good thing. Considering Victor and his unforgivable past, I liked how Alicia his daughter figure is the only person who could redeem him.
