Since its 2 spur lines spread far apart and the opposite side is a closed gate, they didn't feel the need to put a 4th signal for the close track since traffic doesn't come from that way unless the gate is open for a vehicle to get through. But then again I'm not sure. They just make some double crossings with 3 signals and some with 4 like McKinley Ave and E Midas Ave. They have 4 since they are main roadways but their are also some main roads with 3 at doubke crossings but usually because one line is a main and one is a spur or branch at a double crossing.
