I’m not familiar with the guy but the band Otyken is from Siberia , there the indigenous chulym people who still live off the land , there’s no infrastructure where they live and hunt and fish and keep bees for honey which they sell from there website , most of there song are sung in there native language and only a handful of people still speak it

So this low bass sound of singing is known as "Mongolian/Tuvan throat singing". It is traditionally sung by the Mongol and Tuvan Turkic peoples native to Mongolia and the Tuvan Republic of the Russian Federation.
