Okay so I checked more about this room and apparently I am wrong. This room and entity have existed in pressure for months. It is just EXTREMELY RARE (which is what made me believe this is a new room and entity). One can also get Artifice badge by opening the chest and getting the jump scare. I had got Artifice badge already via party special in raveyard so it doesn't show up here.
Now that you mention it, that face really resembles the guy in raveyard's dumpster river bar and gambling room. And I didn't know one can obtain Artifice without party special.
