Due to capacitive drop there should be a decrease in ac voltage and hence dc output voltage...you used 2 ceramic plus filter capacitor boost...is it for that reason the output dc is coming around 300 V? The diodes you used for the bridge seems 6 A, so don't you think the filter capacitor should be bigger?Please check the output current....I have been trying to increase the current for capacitive bleeder circuits since a long time,but could not get more than 200 mA,tried with 4007 and 5408 though.
You should have put indicator at the input ac, and also at the output DCVolage, the capacitor seems to be a problem if continuously used for several hours, increase the value of the capacity, and what is the Ampere out put at the Dc voltage?
Please provide circuit diagram including components specifications.

Aur potentiometer ka ek wire positive Output par connect karna hai aur dusara wire LED ke Positive Input Par connect karna hai.
Isse light ka brightness control hoga.

Voltage thik hai par PF se Ampere jyada nahi nikalta iske leye parallel PF ko jodte jana pdta hai aur bade velu ka pf milta bhee nahi last 225. 2.2 uf ka hi milta hai. Matlp ye 9 watt se 12 watt led chala payega 130 mili ampere tak ikse age to switching driver hi lagana pdta hai

There is no negative positive in 220 AC input but in DC output you have to take care of negative positive.
