Are those two elongated vertical loops extending up from the blade arms on either side antennas of some kind? Are they part of a leveling system?
No, they're literally hand rails for you to grab to climb up. Komatsu has them on their larger dozers as well.

Those tracks need to be tightened
The rollers are buggies. The track is the right tension. It need to be able to follow the contour of the ground. This needing this slack.

D 9 is 49 ton , pr 766 is 55 ton between a d 9 and a d 10
