I think the main cause of this crash was distraction with phones. If they were focus on the trip, like they would have seen the boat from afar but it shows they realise the boat already too close that they couldn’t bypass each other.

What I understood here is that the other canoe has no engine. It was paddled. How fast could that be that it wasn't seen coming. And the canoe man dived into the river to teach the others swimology. Everything is just jagajaga. Even those who could swim usually wear life jackets because you sometimes can't predict any accident or the wave or torrent of a river.
The first board of Inquiry is that 1. Is the boat company a registered one with a qualified captain 2. How many passengers is that boat supposed to carry ? How many did the boat carry ? 3. Do they have diver on that boat ( which is usually compulsory) 4.Were the passengers onboard on life jackets?
