A basic principle in management/leadership is that you can delegate authority but NOT responsibility, this is the basis of "the buck stops". CS Linturi appeared clueless.

The work of a CS is primarily to provide oversight over everything that happens in their ministry. If something happens wrongly then the CS should be responsible for it . Why did it go outside his oversight

For this you are wrong discussing like wazee wa ushago. Kenya has the law and must be followed.
As a leader, one must ensure that the information and the advisors under you are legit and experts.
That is why King Solomon succeeded, in that despite all his wisdom, he used people like Jeroboam (even though he was his opponent). And King David his father let Abner continue to be General, even though Abner's allegiance, previously was to King Saul.
Thus, it is not just adequate to say it is "under his preview" but the leader should ensure (s)he has good, qualified, and capable advisors who inform him/her and should listen to them. That is why the buck stops with him/her!
Otherwise, the CS of defense can say, I am sorry Kenyans died like dogs but I don't know how to shoot a gun! Or the CS of Health can say the same about a deadly fatal outbreak, and so on!

Mutahi Kagwe managed the Health Ministry so well. Was he a Medical Doctor? Macharia Managed the Transport Ministry so well. Was he a Roads or Infrastructure Expert?? The answer is NO. If one is a Good Manager, he can manage any Organization. So Mithika Linturi is actually embarrassing the very person who appointed him who is President Ruto.
