I had a feeling Tingyun with DDD was the right answer but I just went with Planetary. I did always feel like DDD on Hanya was a bit mediocre given her ult is slower to fill than Tingyun.

There are no specific speed breakpoints for crit based DPS in 0c because most of them will be on Atk% boots to maximize their damage, their speed will be handled by speed buffers/action advancers like RM/Tingyun with DDD/Sparkle/Bronya, unless you are running a 135/134 setup like Jingliu & Bronya. As for DoT dps, they would want speed boots to outspeed enemies to apply DoT

You just answered your own question. Not having his signature light cone and sparkle is a massive differnce. Sparkle is the only unit who gives his lighting lord crit damage and good buffs. Bronya only buffs his skill and ult damage most without her ult since it's a 1 turn buff. His lightcone gives him 8 subsats worth of crit damage, dmg% and dmg% for his lighting lord. There is just no alternative. Unless you rolled Argentis light cone, Jing yuan best in slot light cone is leagues better then everything else. It's a max invest jing yuan with his best relic set, best planar set, best teammates, best light cone, with really good crit raitos, it's going to deal massive damage.
Her cone is good for FUA dps because she can buff off-turn damage, but not necessary, Past and Future lightcone is enough if you are not min-maxing. If you want to go for her signature, go for E1 instead
E6S1 Swan can stack insane amount of Arcana, thus dealing really high damage E1S1 Kafka, Ruan Mei and Swan variant will be more versatile: Ruan Mei is appreciated in any team and Kafka can be with other DoT units, while Swan will go with E4+ Sampo. Swan's damage will be significantly lower compared to E6, but E6 is overkill imo, there's just no such content that would require E6 5* characters
it's a memory of chaos (MoC) thing in this mode, you can see the sand clock icon in your character turn each time you reach that icon mean 1 cycle end 0 cycle mean you defeat the enemies before the cycle end

She’s pretty Atk% starved with ER rope, speed boots and RM giving a lot of DMG%, but either is fine
