Instead of harping on 15th finance commission which is ending next year, Southern states along with highest tax paying Maharashtra should meet Arvind Panagaria and make lawful submission to get considerable weightage added for the amount of tax collected in the host state as also a criteria along with population etcin tax allocation in 16th finance commission.

When a state raises international borrowing the central government gives the sovereign guarantee. As per which the interest obligation is is deducted before settling the state receivables. So how much your state get also depends on the interest payments.
We in Karnataka State attract the highest FDI investement as its the startup capital of INDIA, its the otherway around because of excellent education, talented pool of people and risk taking enterprenureship, we are bringing International investement into INDIA were non of the developed world including CHINA is able to do the same.
