For everyone trying to spectate in cold war you have to change your team when you go on the map and then press your cancel button (circle for ps4) right after don't pick a class. If you accidentally spawn in just change your team by clicking on the the opposite teams icon in the pause menu and press circle again its kinda buggy but it works.
